So, this is a great recording, but the changing tempo marks it as a lubber's tune.
The song is a working song - a shanty. Constant rhythm is important to keep all hands synchronized. Changing tempo for emphasis and drama would NOT have been appreciated by a group of real working sailors trying to get work done together in unison.
